Important System Progress – March 2023 – Go Live 3rd April

We remain on-track to go live with the new Flood Re Bordereaux Management System (BMS) on 3rd April 2023. This note shares some important information to make your transition to the new BMS as easy as possible.

Key dates

  • New support material is now available on our website (see below for more info).
  • The current Flood Re Portal will be disabled at 17.00 on Wednesday, 29th March 2023. If you require historic data from the current Flood Re Portal’s reporting suite, please download it before this time.
  • Login credentials for the new BMS, including a username and password, will be issued to all users of the system on Friday, 31st March 2023.
  • The new BMS goes live Monday, 3rd April 2023. From this date you will be able to enrol in Duo MFA and submit bordereaux to Flood Re using the new BMS.

Training and important reminders

The new BMS will go live on 3rd April. Participants will use the new BMS to validate and submit monthly bordereaux files. Participants were introduced to the new system and the Flood Re Team who will help with the system transition in recent training sessions.
New support material covering common tasks performed in the new BMS are now available on our Flood Re Website  – Guide for Participants section. This includes short videos to grow your familiarity with the most common functionality of the new BMS.
 
In terms of use, the new BMS is similar to the existing platform, but there are some important differences. If you use an automated process to upload bordereaux files between your internal systems and the current Flood Re portal, this should be changed to point to the new BMS for submissions from 3rd April.

Access to the new Flood Re BMS

You can test your access to the new BMS now by clicking on this link https://floodre.watertrace.com/
If you have tried to access the site but cannot, your corporate security controls may be blocking you. If you have issues, please contact your IT Support Team, asking them to check watertrace.com is a white-listed domain.
 
The new BMS will block access from unknown locations. If you are working remotely (not from your corporate office) you will likely have to connect to your corporate remote desktop protocol (RDP) or virtual private network (VPN) to access the new Portal. If you have issues, please contact your IT Support Team. They can contact support@floodre.co.uk with the IP address domains your company’s users will connect from so these can be added to our approved list.
 
To improve security, we are introducing Multi-Factor Authentication (MFA) for the new BMS using established third-party application Duo. This MFA app will provide a security code which must be used together with your new login credentials to access the new BMS. The Duo app will need to be installed on the smartphone of each person that will access the new BMS and can be easily downloaded from the Apple Store or Google Play. This service must be used from 3rd April 2023. Full details are included in the new support materials now available on our Flood Re Website  – Guide for Participants section.
 
OTE Environment

The new solution does not have a dedicated OTE environment for testing or training. Bordereaux files can still be validated before submission. If you are an MGA or Broker who use the current Flood Re (Landmark) Portal’s OTE environment to validate bordereaux prior to direct submission to your carrier / capacity provider, you will have validation access to the new BMS’s live environment.  Please review the MGA guidance in the Participants Bordereaux Submission Guide prior to your first submission, as there are some slight differences in the process to ensure successful validation of your bordereaux. Achieving Successful Bordereaux Submissions

As part of the migration to the new BMS we have identified some issues with historical bordereaux data and formats which may impact your ability to submit files from 3rd April. If we have contacted you to address an issue, please do so in time for your April submissions. 
 
Property Address Data Quality

From April, the new BMS will use the Property Data Hub (PDH) powered by Addresscloud to verify residential addresses in all bordereaux submissions. You are already using this new PDH (which went live last year) to check individual addresses, download quarterly address files, for batch upload checks and / or to link via API.

During Q2, we will use an enhanced version of the address file currently in place. As a result, it is possible you may need to make some address changes to enhance your matching. We will advise you of any required changes before 3rd April to give you an opportunity to correct address data in your April submissions.
 
The address file will be updated more substantially at the end of June. We will proactively advise you of potential changes that may affect the address data in your submissions, before June. 
To optimise address matching when preparing your bordereaux files remember to:

  • Use a FRID where available
  • The optimal format to populate an address is ‘address_line1, address_line2, address_line3’ and the ‘postcode’
  • Avoid duplicating any information as this will degrade the search result
  • If you store the address in a single field, include this in ‘address_line1’ as a single string, along with the postcode which is mandatory and should always be populated
  • Separating lines with commas if supplying the address as a single string e.g. 10 Downing Street, London, SW1A 2AA
  • Always include the full address where available

Always use the address provided by the policyholder rather than an address taken from other sources such as council tax records or the offline Flood Re property file which is based on council tax records

Timely submissions

Please submit your risk (underwriting) and claims bordereaux on a monthly basis, even if it is a nil return. Submitting a nil return in the new BMS is easy and required.

Out of Sequence Bordereaux

The new system requires bordereaux submissions to work on a sequential basis for bordereaux months. This functional behaviour is a market standard for bordereaux management systems.  This means you have to submit bordereaux months sequentially and cannot go back and submit an additional bordereaux for a prior month once you have moved onto the next bordereaux month. You are however able to submit as many versions as required under a particular bordereaux month, regardless of the transactions held in the file. Full guidance is included in the new support materials now available on our Flood Re Website  – Guide for Participants section.
 
Reminder on Flood Re’s Premiums

As previously communicated in 2022, Flood Re is changing the premiums insurers incur when ceding a policy to Flood Re. From April 2023, the premium charged by Flood Re for polices ceded to the Scheme will rise by 3.4%. The effective date of changes to the premiums remains 1st April 2023. The new premiums will be available in both Flood Re’s website at FAQs – Flood Re and the Property Data Hub portal at Log in | Flood Re Portal.
