Senior Strategy Manager
Purpose
Flood Re is a unique company. We have a purpose that is set out in statute, but we need to deliver this in a fast-changing and uncertain environment. Our strategy must remain dynamic and agile, while ensuring that partners across Government and the insurance industry understand both the Scheme and the evolving landscape.
The strategy function supports Flood Re in delivering its purpose by identifying key drivers of change, assessing their impact, and communicating clear, actionable insights internally and externally. This role will suit someone who thrives in an intellectually stimulating environment, is highly analytical, and can synthesise complex information into actionable recommendations to shape decision-making.
The Senior Strategy Manager will report to the Corporate Strategy Lead and will work closely with the Director of Policy & Government Affairs and the wider leadership team at Flood Re to identify, shape, and address strategic priorities. The role spans a broad range of initiatives, supporting both delivery of the corporate strategy and engagement with key stakeholders, in particular Flood Re’s Board and insurer Members.
The ideal candidate will be confident operating at a senior level, including working with the Executive Committee and Board.
Principal Responsibilities
Strategic Analysis, Insight & Delivery
- Support the development, evolution, and delivery of the corporate strategy.
- Conduct internal and external analysis to inform strategic initiatives, including horizon scanning to identify emerging risks and opportunities.
- Integrate insights from across Flood Re into strategy development and decision-making.
- Develop and maintain core strategy artefacts (e.g. strategy one-pager, Target Operating Model, KPIs).
- Work with senior leaders to ensure alignment between strategy and functional plans.
- Partner with Corporate Affairs to develop clear, compelling strategy communications, and with Policy & Government Affairs to support analysis for key external publications (e.g. QQR and Transition Plan).
Member Engagement
- Support engagement with Members on strategy, including preparation of high-quality materials.
- Coordinate the Members’ Council and associated working groups, acting as a central point of contact for members and senior Flood Re stakeholders.
- Capture, track, and follow up on key actions and outputs.
Board & Executive Committee Engagement
- Support Board and Executive engagement on strategy, including preparation of high-quality papers and updates.
- Develop strategic content and insights to enable informed and productive Board discussions.
- Collaborate with the senior leadership team to shape Board agendas and papers, ensuring alignment with strategic priorities.
- Support the development of strategic KPIs and objectives to track delivery against strategic priorities.

- Strong analytical and problem-solving capabilities, with the ability to structure complex issues.
- Strategic and forward-looking mindset, with sound commercial judgement.
- Ability to synthesise data and insight into compelling strategic narratives.
- Ability to communicate complex ideas clearly and concisely to senior stakeholders.
- Proven ability to work cross-functionally and influence decision-making.
- Experience in strategy consulting or a high-performing in-house strategy team.
- Exposure to insurance or financial services.
- Comfortable operating in ambiguity and supporting change initiatives.
